Small Area Transportation Studies (SATS)

ADOT conducts Small Area Transportation Studies (SATS) in partnership with local governments across Arizona. The primary objective of the SATS program is to develop a transportation plan for a defined local area that will guide multi-modal planning and programming on local roads over a 20-year timeframe.

A SATS will inventory current conditions for all travel modes, identify deficiencies, forecast future needs, and identify and analyze alternative solutions. The SATS will develop a program of recommended transportation improvements and provide a staged implementation guide to meet short-, mid-, and long-range needs.

Eligible participants in the SATS program include towns, cities, counties, and tribal governments, which administer the SATS and conduct it in cooperation with a Technical Advisory Committee (TAC). Depending on the area to be studied, a TAC could be comprised of representatives from towns and cities, counties, tribal governments, ADOT, FHWA, and other affected agencies. In addition, public input on perceived transportation problems and issues is essential to the SATS, and is solicited through public meetings.
