How to download an application
- Read and follow the instructions below carefully. The application you create using these instructions will be saveable and editable.
- The instructions below apply to Office 2003 Word. There may be differences if you are using previous versions of Microsoft Office Word, or Microsoft Office Word 2007.
- PLEASE NOTE: If you are using Office 2007 Word, save your application so previous versions of Word can open the file.

applications will not be valid for Cycle 3 applications.
The Cycle
3 application will be available in September.
Step 1: Download an application template below by clicking on 1, 2, 3, or 4 below.
- Infrastructure Project Application Template
- Non-infrastructure Project Application Template
- Materials and Regional Support (MRSP) Application Template
- Planning Assistance Program (PAP) Application Template
Step 2: Immediately select "Save" on the Microsoft "File Download" window. DO NOT click "Open". Save the template to the default folder for templates (don't change or modify the name of the template)
- Depending on what version of Word you use, the default location of templates may differ with different versions of Microsoft Word. It is best to save it to the default location on your PC. However, you can save the template anywhere on your PC as long as you remember where. Do not change the name of the template or the ".dot" extension - just save it.
Step 3: Once you have saved the template(s), a window will open indicating the Download is complete; click on Open. A NEW word document will open automatically. Immediately select "Save". You may change the name, but keep the ".doc" extension. This document contains all the information from the template, and will be your working application document.
- If a new document does not open, then open a NEW Word Document and select the appropriate template for your project(s);
- infrastructure.dot and/or
- noninfrastructure.dot and/or
- mrsp.dot and/or
- pap.dot
- Note: You only need one template for each type of application. Follow the above instruction for each Infrastructure, Non-infrastructure, MRSP, or PAP application you need.
Step 4: Begin filling out the application!
- The "new" application you have just opened (with the ".doc" extension) is ready for you to start filling out! This will be your working application document. It is saveable and editable.
- When you have completed your application, follow the submittal and mailing instructions for that specific application.
